8. Qualification Requirements:

8* The respondent must possess relevant qualifications and similar project experience, with the capability to supply according to this procurement project.

8* The respondent must be an enterprise legally registered in China with independent legal personality and the ability to independently assume civil liability.

8* The respondent must have a sound financial status and provide a complete balance sheet and income statement for the previous fiscal year. The respondent must have good bank credit and business reputation, must not be under suspension of business or in bankruptcy, and its assets must not be under reorganization, receivership, or freezing.

8* The respondent must have no record of bid rigging, major contract breach, or other serious violations within the past three years.

8* The respondent must have a good record of paying taxes and social security funds according to the law.

8* The respondent must possess the equipment and professional technical capability necessary to perform the contract.

8* Within the three years prior to participating in this procurement activity, the respondent must not have been listed as a discredited person subject to enforcement. For joint bids, all members of the consortium must not be listed as discredited persons.

8* Joint bids are not accepted for this procurement.

9* Quotations submitted after the deadline will be rejected by the E-Procurement Platform.

9* The bid opening time is 2025-10-10, 18:00:00. Respondents must attend the quotation activity on time and sign in online. Failure to sign in will be deemed as acceptance of the bid opening record, and any objection to the results raised afterward will be considered invalid.
